Base and Plot

Districts, renting a plot, buying a settlement, taxes, raids and base defense.

A base can be built and upgraded: it holds your loot and cars, and it’s where you place workbenches and safes. The richer the base, the more it attracts raiders.

Districts

There are 10 districts around Looty Bay: Rustvale, Fairfield, Dustbow, Redstone, Lonford, Cascadas, Fallrock, Rivertown, El Peso and Highlands. Districts come in three levels, and each one has its own Sales Center and many settlements. The higher the district’s level, the better the Shipments and the Black Market selection, but the competition is tougher too. The files don’t show which district has which level.

Highlands is the central district of the state. The clan holding it gets power over the state, see Clans.

There are no police in settlements. You can do whatever you like there, but dying costs you your gear and the contents of your bag. Your neighbors can turn out to be friends or enemies.

Renting a plot

A plot can only be rented in a settlement that has an owner: find the rental sign and sign the contract. The first plot is paid for in cash, and a trailer comes as a gift. To move to higher-level districts, you need a Land Plot Title of the matching level. Renting a new plot means moving: everything at the base is transferred, and the old plot is freed up. You can’t move while a raid lock is active on the base.

Whenever a tenant launders money or buys something on the laptop, they pay a percentage to the settlement owner.

Plot and vendor tier

The tier available on the Trade Laptop equals the level of the district where your plot is:

Plot Vendor tier
No plot I
District 2 II
District 3 III

Your house doesn’t affect the tier. Land Plot Titles are researched and bought in Larry’s Tree. Researching the district 3 title itself requires tier II.

Only those who rent a plot in a district can sell at its Sales Center; anyone can walk in. The sale bonus there depends on the district’s level.

Your own settlement

A Settlement Title lets you buy a settlement in a district of the matching level. The owner lives there for free, rents plots out to other players and collects a tax on each of their launderings. The tax is collected at the collectors’ van in the same settlement, and no new tax accrues until the previous one has been collected. You can own at most 5 settlements; a settlement name is 3 to 16 characters long.

Raids and defense

You can drive to other people’s settlements and rob other players. Leaving someone else’s territory comes with a longer vulnerability time.

  • Electronic Fuses go into the security block slots of a structure. The more there are, the more Decoders it takes to hack it. Every structure also has base protection. Fuses aren’t destroyed in a hack: protection is restored after repair.
  • Decoders are single-use devices for hacking other players’ structures. A complete hack of the security system gives limited access to the building, and it then triggers a raid lock, which temporarily forbids some actions at the base.
  • An Alarm System in a security slot warns of a hack in progress: one version alerts only the owner, another the owner and the whole clan, and a third all players at the location.
  • An Eviction Right comes from Barter for 50 Decoders. It takes away a player’s plot and the property on it, and you can keep part of it. It’s applied to the plot plan and requires a complete hack of all the base’s security systems.
  • First Aid Cabinets at the base heal you and let you choose a respawn point in your settlement.

During a base raid, vendors, the Black Market and unlocking Shipments are blocked.

Vehicles and the base

Without your own house you won’t have a personal car, only rentals through a parking meter or a key locker at the base. Rented cars can’t be modded. When you get your own, the rental is recalled and the contents of its trunk drop to the ground. A purchased car doesn’t disappear when you die. For better cars, you need to move to a higher-level district.

What you can place

Structures, furniture, defense modules and workbench upgrades are gathered in the “Base and Plot” catalog section. About workbenches and production: Cargo and Production.
