Players band together in crime families: they create their own or join someone else’s and assign roles within it.
What clans do
- raid rivals’ bases;
- seize territory;
- wage gang wars;
- negotiate truces.
Businesses, districts and the Shadow Governor
A clan of three can already fight for businesses in Looty Bay. A controlled business brings regular income and bonuses to all clan members. Seizing a district is harder, but the clan collects a tax from all settlement owners in it and gets a substantial bonus.
At the top stands the Shadow Governor: the leader of the clan holding the central Highlands district. Their clan collects a tax from the whole state, and other clans have to pay the Governor. The result is a chain: residents pay rent to the settlement owner, owners pay the clan controlling the district, and clans pay the Governor.
Business taxes are collected in the settlement where the clan leader lives. Businesses and territories are paid for from the clan account; what you deposit there doesn’t come back to you.

Clan battles
A conflict is a fight for the right to control a business or a district. First, a clan files a claim. At the sit-down, the elders pick the two clans willing to contribute the largest share, and only those two fight. If a clan withdraws its claim, the money returns to the clan balance. Seizing a city business starts at the information stand at its entrance. The battle itself consists of preparation, the main phase and the finish. An objective is captured with a flag: the capture bar is 1,200 progress units.
Team size depends on the battle tier. In the game, businesses are small, medium or large, and the number of participants depends on the size of the business:
| Battle tier | Attackers | Defenders |
|---|---|---|
| I | 3 | 3 |
| II | 6 | 6 |
| III | 12 | 12 |
The objectives fought over and their parameters:
| Objectives | Minimum bet | Cash reward |
|---|---|---|
| Cafés (2), pharmacies (2), convenience stores (3), gun shops (2), equipment stores (2), hotels (2), electronics stores (2) | 50,000 | $250,000 |
| Gas station, strip club, jewelry stores (2) | 100,000 | $500,000 |
| Bank, gallery, Grand Hotel | 200,000 | $900,000 |
22 objectives in total.
